(Houston, TX) — A nearly 61-billion-dollar state plan to rebuild Houston and the Texas coast after Harvey faces an uphill climb to get funding from Washington.
Congressional officials expressed surprise at the size and scope of the plan when Governor Greg Abbott and other Texas officials presented it on Tuesday. The request includes funding for flood control projects, new reservoirs, and buyouts of thousands of homes and businesses in flood-prone areas.
It faces competition from funding requests for hurricane-damaged Puerto Rico and Florida, and for wildfire-stricken California.
