(Undated) — School officials statewide are denying English language learners special education services.
The “Houston Chronicle” is reporting the percentage of students getting the counseling and training they need to cope with disabilities is significantly lower for students trying to learn English, compared to those who are native speakers.
The newspaper says many school districts are even warning teachers that English learners are over-identified in special education when statistics show the opposite is true.
In recent years, Texas has lowered its special education rate from near the national average to the lowest of any state, by far.
